A portal asking for a PDF is usually asking for a document, not a particular camera format. PDF supplies a predictable page sequence and a stable container that can be previewed before download.
JPG scans work especially well because text-heavy pages are already rectangular and opaque. Keeping the page close to its source ratio avoids unnecessary whitespace and preserves the visual scale of signatures and stamps.
